International Security Assistance and Technical Training (ISATT)

Primary ISATT services:

Assessment for programming support: Tailored program assessment for military, police, and counter-terrorism programs – Our highly qualified consultants and technicians will review and assess existing programs to improve mission success. This support includes assessment of mission requirements, operating procedures and restrictions, personnel resources, training in support of mission objectives, and equipment recommendations necessary to achieve mission success.

Program development support: Once program assessment is complete, follow-on programs will be recommended which may include; development of Plans, Policies, and Procedures (PPP’s); development of Standard Operating Procedures (SOP’s), and Advanced Training Programs (ATP’s). Existing programs will be utilized as much as possible to save time, money and retraining and only that, which will improve, and build upon existing programs will be recommended. In the event that a client needs a new program or if an existing program is totally in need of a revamp – then a ground up approach is likely to be recommended. Long-range goals for operations and training programs will be identified in conjunction with customer surveys wherever practical and specialized and tailored training will be developed where necessary. Ultimately, mission success is the goal - cost is a factor of time and needs.

Operational support: Some clients need start up assistance, hands on training or on the job training. Our consultants, instructors and technicians will deploy to your site and assist in long term support functions to assist in program development and transition needs, operational support and execution of missions, and liaison support. Operational personnel may be positioned to directly assist, or to advise client’s operational personnel and decision makers in executing missions. Example: Consultant provides direct on-scene advise to Police/Military SWAT mission commander during a hostage situation. Example: Contractor Sniper provides intermediate support for SWAT team while client’s sniper candidates attend a sniper training course. In certain situations, the on call Sniper may also be an instructor for the Sniper course but is made available via a prearranged contractual arrangement in place during the training course.

Training support: ISATT Instructors provide a variety of training programs tailored to the client’s needs. Training may be conducted in the U.S. at various locations and many of the training courses may be taught at client locations. ISATT instructors are selected for their superb expertise, their ability to communicate their knowledge effectively, and a desire to teach. Each instructor is carefully selected. Many of the instructors are full time operational personnel and teach as a secondary position – this means that ISATT instructors have the most up to date knowledge of their trade and are able to give fresh practical examples of the application of training principles. If the client needs unique training, and existing programs do not fit the client needs, our instructors and consultants will design a program of training (short and long term) that will achieve the goals of the client.

The ISATT Team

The ISATT Team concept is the result of a new approach to security consulting and training; providing the means to address a critical and diverse group of threats and vulnerabilities with specialized personnel and experience. Black Ice is a leader in bringing people and companies together to solve difficult problems worldwide.

The Consulting Team is comprised chiefly of personnel from Black Ice and selected teaming partners with unique capabilities – brought together on an event by event basis to create a tailored team approach. The unique and ever changing dynamics of security and protection operations demand that a flexible approach be maintained to achieve any operational and training goals. ISATT will use the best possible combination of talent, experience, and techniques available to solve training and operational support needs. In most cases we have the requisite talent in our basic team structure – however, at times we may find it prudent to seek specific assistance in meeting our client’s needs. A new subcontractor or teaming partner may be selected to provide this support based on their ability to meet the mission objective and client’s needs. In all cases, we will tailor our support to the client and put the right solution forward at the right time. We will ensure that our clients are provided the best services available and if we do not have them in-house we will reach out and bring them in.
